1. General
  1. This document shall be considered the main authority guiding day to day operations of The North Texas Flying Club (NTFC).

  2. Changes to this document may be accomplished by a two-thirds majority vote of the NTFC Officers.

  3. NTFC members shall be notified of any change via established communication channels and revised copies shall be made available on request.

  4. The latest version of this document shall supersede all earlier versions.

 

2. Pilot Operations
  1. No person except an active member of the NTFC (as defined under section 4 of this document) shall be permitted to act as Pilot in Command (PIC) in any club aircraft during either ground or flight operations.

  2. No member shall use club equipment for hire or personal gain. Prorated sharing of expenses with passengers is permitted.

  3. Pre Flight - Each member acting as PIC shall:

    1. Check the Aircraft Maintenance sheet (in the tach log book) for squawks and maintenance schedules.
    2. Note starting tach time in the tach log and report discrepancies on separate line.
    3. Note and understand installation of sunscreens, cockpit covers, security systems, and any other special devices provided by the aircraft owner.
    4. Perform preflight inspection per the Operators Manual

  4. Post Flight - Each member acting as PIC shall:

    1. Position the aircraft neatly and properly in it's parking spot using proper tow bar and pushing/pulling only on designated surfaces. Pushing on control surfaces or spinners or pushing on propellers more than 18 inches from the hub is prohibited.
    2. Perform post-flight inspection per the Operators Manual (fuel need not be drained for post-flight).
    3. Note and report (see 5 below) any maintenance requirements.
    4. Note stopping tach time in the tach log.
    5. Perform post flight procedures per the Operators Manual.
    6. Reinstall any special devices provided by the aircraft owner.
    7. Install tie downs, gust locks, close windows and lock doors.
    8. Return keys to appropriate hook in the club key box.


  5. Maintenance requirement reporting - When a requirement for maintenance activity (squawk) is observed, each member acting as PIC shall:

    1. Note the squawk on the squawk list inside the tach log book.
    2. Call the aircraft status phone or contact an NTFC officer via telephone and/or email and record the squawk.
    3. Make a reasonable attempt to contact the aircraft owner to report the squawk via email and/or telephone.
    4. Should the squawk result in grounding of the aircraft, make a reasonable effort to contact any members scheduled to fly the aircraft within the next four hours. Only NTFC officers and club CFIs are authorized to ground club aircraft.
    5. Members may purchase maintenance or repair work away from home up to a maximum of $50.00 if needed to return the aircraft to airworthy condition and be reimbursed by the club. Repairs in excess of $50.00 must be authorized by either an NTFC maintenance officer or the aircraft owner in order to assure reimbursement.


  6. Members shall be reimbursed for fuel purchases made away from home base. Member must submit the original gas receipt showing gallons, date, place and aircraft tail number.

  7. Members may purchase maintenance or repair work away from home up to a maximum of $50.00 if needed to return the aircraft to airworthy condition and be reimbursed by the club. Repairs in excess of $50.00 must be authorized by either an NTFC officer or aircraft owner in order to assure reimbursement.

  8. Any other expenses incurred away from home base shall be the responsibility of the member acting as PIC.

  9. The following rule shall apply to the scheduling of club aircraft:

    1. No member shall fly any club aircraft or otherwise remove it from availability for any period of time unless that time is properly registered in the NTFC scheduling system.
    2. No member may register more than one reservation more than 10 days in advance.
    3. No member may schedule more than one aircraft for the same or overlapping time periods.
    4. No member shall keep any club aircraft beyond the time scheduled unless for reasons of safety. Should weather or mechanical difficulties cause a delayed return, the member in charge of the aircraft shall report the circumstances to a NTFC officer by whatever means possible as soon as possible after the delay is evident. It shall be the responsibility of the member in charge of the aircraft to arrange for and bear the cost of return of the aircraft to home base as soon as possible.
    5. Each member shall cancel any schedule in the scheduling system as soon as possible after having made the decision to scrub a flight for any reason (weather included). Failure to do so shall be considered a "no show".
    6. No two seat trainer aircraft shall be scheduled overnight without prior approval of a NTFC Officer.


  10. Minimum flight times:
    1. The following minimum charges may be applied. These minimums may be waived with prior approval from a NTFC Officer.

  11. Late shows, no shows, late returns
    1. The following shall apply to late shows:

    2. In the case of a "No Show", the member may be charged the minimum charge for the scheduled time and for instructor fees when dual instruction is scheduled.
    3. In cases where schedules are disrupted by a late return, the following penalties may be applied:

    3. NTFC Officers

      The NTFC Officers are President, Vice President, Flight Operations, Vice President, Marketing and Membership, and Treasurer. The NTFC officers will appoint a Chief Flight Instructor for the club.

       

    4. Membership

    1. Membership in The North Texas Flying Club shall not be limited due to sex, marital status, race, religion, employer, or national origin.

    2. Membership means conveyance by NTFC to an individual, certain rights and privileges as outlined in NTFC regulatory documents. Membership does not imply conveyance of any ownership interest or equity position.

    3. No individual shall be considered a member unless that person has on file with the NTFC a membership agreement signed by the member and approved by a NTFC Officer.

    4. All members shall be classified as one of the following types:
      1. Regular Member - All members not specifically designated to be of a type listed below.
      2. Family Member - Must be a spouse or dependent of a Regular Member (as reported to the Internal Revenue Service).
      3. Service Member - Any individual so designated by a NTFC Officer who provides a service to NTFC. Service members' use of NTFC aircraft shall be limited to that required to perform the service for which the member is granted. Aircraft owners shall be limited to the use of the aircraft they own, flight instructors shall be limited to flight for instruction and currency requirements, and mechanics shall be limited to ferry and test flights.
      4. Special Member - Any individual so designated by the NTFC Board of Directors.
      5. Junior Member - Any individual who normally would be classified as a Regular Member but is less than 17 years of age.
      6. Friend of Club Member - Any individual who wishes to be a club member but will not fly club aircraft.
      7. Members may change classification one time during any 12 month period.

    5. Members shall be categorized as follows:
      1. Category I members shall have access to Category I aircraft.
      2. Category II members shall have access to Category II and Category I aircraft.
      3. Members may change category one time during any 12 month period.

    6. The status of each member shall be one of the following:
      1. Active - Applies to a member who shall be tendered all privileges and benefits within the power of the NTFC to bestow.
      2. Suspended - Applies to a member who has been temporarily denied all privileges of membership by a NTFC Officer. Dues and assessments shall continue and all members financial responsibilities to NTFC continue.
      3. Terminated - Applies to a member who has severed all connections to NTFC. The member must submit a written request for termination to a NTFC Officer, upon which the membership will be suspended until all financial responsibilities to NTFC are resolved.

    7. Membership may be revoked at any time for due cause by the following process:
      1. Any active member may recommend expulsion of another member by submitting written recommendation to a NTFC Officer.
      2. The NTFC Officers shall review each recommendation for merit. Upon majority vote of the NTFC Officers, the President shall call a special membership meeting to be held no less than 10 days and no more than 30 days from receipt of the recommendation.
      3. A NTFC Officer shall present the recommendation, the member facing expulsion shall have the opportunity to rebut the NTFC presentation, and comments from any regular members present at the meeting may be heard during the same meeting.
      4. Immediately following such presentation, rebuttal, and discussion, the issue shall be decided by a simple majority vote of the NTFC Officers. In the case of a tie, the President shall have the deciding vote.
      5. Should the decision be reached to expel, the member shall be suspended immediately, with termination to follow satisfaction of any debts.

     

    5. Aircraft Categories

    1. NTFC aircraft shall be categorized generally as follows:
      1. Category I aircraft shall be non-complex (fixed pitch propeller).
      2. Category II aircraft shall be all others (perhaps up to some limit).
      3. Category III aircraft may be defined by the NTFC Officers at a later date.

    2. The major factor in categorizing an aircraft shall be the cost of insurance for that aircraft.

     

    6. Dues and Initiation Fees

    1. NTFC Members shall pay fees and monthly dues and in some cases be allocated "Discount Bucks" as outlined below.

    2. NTFC members shall be entitled to discount bucks to be allocated on the first day of the month following the anniversary of the payment of any initiation fee. The number of discount bucks shall be equal to the number of dollars paid for initiation.

    3. No part of any dues or initiation fees shall be refundable at any time.

    4. Members changing from Category I to Category II shall pay an initiation fee equal to the difference in initiation fees between the categories.

    5. Members changing from one membership type to another shall pay an initiation fee equal to the difference in initiation fees between the types.

    6. Discount Bucks shall:
      1. Have no cash value.
      2. Not expire.
      3. Not be traded, sold or otherwise transferred.
      4. Be applied toward a 12% discount on aircraft rental.
      5. Forfeited upon the holding member's termination of membership. 


    7. The NTFC Officers shall review and revise dues and initiation fees periodically based on changes in operating costs. Such revisions shall be made at most once in any 12 month period. Changes to initiation fees shall be effective immediately while changes to dues shall be effective after a minimum 45 day membership notification period.


    8. Maintenance of Leased Aircraft

    Maintenance of leased aircraft is the responsibility of the aircraft's owner.
